Google Search has no native Frequency metric, so we track creative fatigue via weekly CTR. CTR on its own is misleading, so each campaign is judged against spend, ad position and how long it has run. Partial weeks are excluded, so a launch week is never compared against a full week:
Creative fatigue - CTR falling while spend and position hold. The real signal; refresh the creative.
Too new to judge - the campaign has run for under four weeks. Early CTR settles as the query mix widens beyond the tight opening days, which is not the creative tiring.
Scale effect - spend raised more than a quarter. A wider budget buys broader, lower intent queries, so CTR falls at unchanged creative.
Budget throttle - spend cut more than half from its peak, so the campaign serves less and lower. The CTR move is a side effect of our budget decision, not tiring creative.
Position effect - CTR tracks a falling top-of-page share (lower ad rank), not the creative itself.
Healthy - CTR flat or rising at stable position. No action.
